The newspaper announcement is not credible. They have proof that foreign births are in the newspaper.
I believe I stated that years ago. The HDOH as a part of it’s regular operating duties forwards information on Births when they get registered generating a Birth Certificate. Adoptions are legal actions which generate Birth Certificates.
Ergo, the birth announcement is sent to the newspapers.
