The problem with “benefits” is that they suck the life out of a community...because there is never enough benefits to be taxed from producers to pay basic civic infrastructure-which producers need to produce...and to also support a population of loafers.

As infrastructure crumbles, inevitably...the producers then dry up and go away. And Pottersville has arrived.

A partially benefit based economy can work up to a point but in every case the bill comes due and it's too high. They only use the feast part of feast/famine to set the bar. Constant expansion in the number of producers is mandatory for it to work.
