Depends on what you understand by "written in the bill." I saw something in the past few days -- but can't find it now -- about someone who counted the number of times "as the Secretary shall determine" or some variant occurs in the ObamaCare bill. IIRC, it was maybe 500 or 600.
Even the parts of the bill I read when it was first passed stunned me with the amount that wasn't spelled out, but left to the "discretion" of the Secretary. How can you have a law that doesn't state outright what the law is? But we do.
It appears now that it says the Secretary can do anything she likes.
This is just the first of what is going to be many battles ,or if no one battles, the first of the control of our lives (or deaths) with this one bill
