D is for Dictator and Dictators qualify as small government I guess. That's the other aspect of what Dear Leader unveiled on Friday: More power for him. He wants the authority to "fast-track" legislation and to "streamline" government on his own.

The Commerce Department conducts and regulates The Census.
In 2009 Robert Gibbs said there is “”historical precedent” for the Census director to be “working closely with the White House.”
In 1999 the Supreme Court said ‘sampling’ could be used to reapportion congressional seats.
The Census estimates the number of minorities, homeless, illegals, etc. Very convenient numbers for a White House to play with.
Seven of the past eight census directors have urged Congress to make the Census Bureau an independent agency.
Obama is making a power grab in the name of bureaucratic downsizing.
