In retrospect, it seems clear that the command centers location was the consensus choice of a number of top officials, Hauer and Giuliani included, who could not foresee what would happen on September 11. It was a reasonable decision given the available information.

Yawn. You’re a bore and a moron. The consensus at the time was the Emergency Command Center was located in a good location. That’s a fact. There was FBI and other agencies in the same building, bullet-proof windows, could withstand high winds, and easily configurable to meet the needs of the time.
