That was a ‘I know, let’s place the command center at the most prominent location possible!’ moment.

Better idea would have been to have it in some quiet, unobtrusive spot tucked away under tons of concrete.
Heck, there are subway tunnels unused since the early 1900’s that could have been beefed up and used for a command center.

The “end of the Cold War” lulled some into a false sense of security.
During the Cold War, the command center would have been in a bunker like structure designed to survive.

Successful generals ALWAYS locate their headquarters far back from where they think the front line of battle will be, they've been doing this for thousands of years and their reason for it.
