Justice Clarence Thomas. Especially if he could nominate his successor on the Supreme Court to a heavily Republican senate.
The trouble is that he is one of the finest justices that has been on the court in the last 100 years. I wonder if there is anyone of his caliber waiting in the wings.
However, the agenda of the best president would be straightforward, assuming he was not caught up in a major war. First, to get congress to pass two or three constitutional amendments to send to the states. Second, to start dismantling broad sections of the federal government, including presidential power.

Need a combination of 3 people:
Jim Demint- Knowledge of government and how to work levers of power in Washington D.C. without being corrupted.
Victor David Hanson- Knowledge of history of both national and international affairs.
Peter Schiff- Knowledge of Economics and Finance. Knows about to go about improving our business environment.
All of the Republican Candidates have pros and cons. It's important that the candidate who has the best shot of knocking off Obama is nominated.
