You’ll notice over 12,000 illegals took advantage of the Texas in-state tuition rate just in 2010.
Since there are only a fixed number of total seats available in state universities, that means the same number were unavailable for citizens.

I think the applicants with the best grade averages will get the first seats whether they are in-state or out-of-state.
What State do you live in? And do you not like the Universities in your State? Or is Texas the only state with Universities acceptable to you?
