Carson City Sheriff Ken Furlong has stated that the IHOP Shooter, Edwardo Sencion, used a Norinco Mak 90 that was illegally converted to fully automatic fire. The BATF has traced the history of the rifle to California, where it was sold five years ago. Sheriff Furlong said that the BATF told him that the rifle had been professionally converted to full auto fire.
No information was given on the prior history of the pistol or the Romarm Cugir rifle that was found in the shooters vehicle. The Romarm Cugir rifle was commonly imported as the WASR-10, another semi automatic AK-47 clone. The WASR-10 was the most numerous model smuggled to the Sinaloa Cartel in the Fast and Furious scandal.
The IHOP shooting in Carson City resulted in the death of 11 people including the shooter. An armed citizen regretted not stopping the shooter early in the rampage, but stated that he was uncertain about what was happening until after the shooter was out of his sight.

That’s not possible. It’s against the law to modify a weapon to full auto.
Although I have no knowledge of how to change an AK to select fire (there, I satisfied the ATF conspiracy ruling), rumor has it that it isn't that hard if one has the proper parts, or the plans and a decent CNC machine. I doubt the rifle was "professionally converted."
I have seen some of these rifles (the original AK import) that had dimples on the lower section for drilling the holes for installing the select fire parts. There are also templates available online so it would be hard to tell if the job was “professional” or not. I am sure that the shooter wasn’t interested in breaking that particular law when he was going to break the big one anyway.
I thought it was illegal to sell any so-called "assault" weapons, since Roberti-Roos (1989) was found to be "constitutional" and the 2000 update based on function, unnecessary. All ASW transfers were effectively banned well before 2006.

In other words, I'm concerned that Holder has set up a situation in which the anti-gun position wins by default in the court of public opinion.
I'd rather the American public get educated on these and other semi-auto rifles, but with 57% of the country in favor of repealing the electoral college, I am none too hopeful about the American public these days.
