Anyone who has ever worked in a lab will tell you the smaller the amount of any chemical you try to detect the more expensive the machine that detects the chemical will be.

The same is true for eliminating pollutants. The lower you drive the levels of a pollutant discharged the more expensive will be the method.

These are simple economics.

The fact that the left and the enviro-nuts do not realize or care about this fact shows that they have left the realm of rationality and have entered the realm of religious Zealotry.
