So, what kind of group would do that? Could it be one of the drug cartels? Could it be a separate body of cartel related criminals actually "owned" by a cartel "organized crime commission"?

Even the Mafia didn't succeed at government penetration and they were more culturally aware of how that might be done in the United States.

More likely it's a political organization ~ maybe some leftover Nazi party guys (at a generation removed) down in Brazil, Paraguay or Argentina. Or, maybe the organization derives from the LEFT!?!?!?!? Like maybe these people are Commies.

Looking over the objective, public Obama Regime there are plenty of folks there with Communist party relationships ~ and right off hand I doubt anybody in that Regime has any Nazis in the stable.

So, let's say it's a Communist party organization element with its own command structure ~ maybe even a half dozen cells ~ one cell in each agency ~ with limited official communications among the cells.

I think they could pull it off until they got caught.

In order for funding to be tranferred between agencies, (which it was,) absolutely requires the signature of the pos-ident via executive order. The only agency that can receive funds from another agency BY LAW is the CIA.

I bet so many of our "leaders" are bought off at local, State and Federal levels by drug money that infiltration isn't even necessary. They just call the correct office and issue orders.

I think you’re looking for an outside source causing this trouble. As high up as the Communists placed their agents in our government in the 40s and 50s, that would pale in comparison to what you’re suggesting.
Project GunRunner, et al, resulted in the deaths (and will result in further deaths) of a lot of Mexicans and some Americans. I can’t figure how this furthers the Communists in their desire to take over the world.
It does, however, fit into the plans of Liberals to disarm Americans. Remember, this story started with administration officials reporting that guns used by the cartels were traced back to the U.S.. If GunRunner hadn’t been exposed, the story would still be “the guns came from our lax gun control.”
