Generally, police are in place to keep honest people honest and purue individual criminals. If it comes to larger scale public problems - thats what the National Guard is for. In truth - there is not really a countermeasure available for the likes of flash mobs and situations like what happened at the fair. This is a new threat.”

No, my point is that it's going to take the police a bit of time to brainstorm how to deal with this new threat. What do you do when a large group suddenly gets together and goes wild for no apparent reason other than just beating up on strangers.
