Executive Order #13489 http://edocket.access.gpo.gov/2009/pdf/E9-1712.pdf Not sure I see a smoking gun here; Ronald Reagan signed one like it, E.O.#12667 on January 18th, 1989; George W. Bush signed one, too (E.O.#13233), though not until November of his first term which revoked Reagan's.
I did not compare them all word-for-word, but I don't see anything glaringly, obviously suspicious in Obama's (as much fun as that would be ;-)
