It's my opinion (and I'm not a professional in the field, just an amateur who's read about space and followed the space program since I was a kid during the Gemini days) that the fatal flaw in the space shuttle program was the decision to build a single vehicle for both heavy lift and manned transport missions.
I think that in hindsight at least, that's not disputable.
We should not repeat that mistake. The costs of man-rating a launcher are exponential, and destroy its economic viability for unmanned payloads.
We are now making exactly the same mistake with the so-called "Space Launch System" in which the (Democrat) Senate has effectively said, we must have something that does what the Shuttle does, and uses the same kind of SRB's that the Shuttle used.
This has nothing to do with Barack Obama. What it is, is NASA scratching the back of the Democrat Senate, and the Democrat Senate scratching the backs of the big contributors who have all the current contracts with NASA.
Like I said at the top of the post, if you want to talk about this in detail, I'd be happy to do that. But if all you want to do is say "Obama bad, therefore NASA status quo must be good", then I'll give it a pass.
