It is my careful and considered opinion that the quickest way to demon possession is to spend time in Washington DC. (Dan 10; Eph 6:12 etc.). "W" may have started out as a man of honest intentions, but his many years in the District of Criminals has corrupted his soul. This goes for every person we label RINO, many start out as men and women with good intentions and hearts but soon turn into Juan McCains and John Boehner some without souls, and others downright demonic. Life in DC is the express lane on the The Romans Road to Reprobation (Ro 1:18-32)

GWB envisioned a great US-Mexican alliance that would rely on shared values to address known and growing problems.

I’m convinced that he has a blind spot to Mexico’s problems and negatives due to his personal relationships with Mexican people from Texas. It’s a cognitive bias he cannot shake - like the “peaceful Muslim” hangup that some people have. Bush has a good, honest, hard-working family-focused bias toward Mexico. It could be correct in a lot of cases, but it caused him to minimalize or compartmentalize the real bad people and big problems.
