Once upon a time, some states required voters to pass a literacy test in an effort to prevent blacks from voting. Sad but true. Would it still be racist to have a civics test? I don't think so. One should be applied not only to those in the voting booth, but also to those seeking office as well. Isn't it reasonable that you should know something about our democratic republic form of government before you mess with it?

actually you do. it is called the citizenship test before being naturalized as a citizen. natural born citizens don’t have to take the test to vote.

The test nowadays is “disparate impact.” If a civics test kept more blacks (or hispanics, or old folks, or gays) from voting than it did whites, then it would be considered “racist.”
That is one of the reasons I have less and less problem with some or something being “racist.”
