If he released a copy of it to the public, doesn’t that change the game? Isn’t it now a public document?

A copy was released to prove the truth of the matter (as claimed by Obama & Co.). So he’s waived any claim of confidentiality. Now the `best evidence’ rule applies.
Authorize the release of the original, Barry, since you’ve furiously battled any lawsuit in which a subpoena duces tecum could issue.

How does what an individual does change what a state is required to do or not do? Would I be able to request a copy of your birth certificate?

What he released was a forgery they know that if they released the original the fraud would be uncovered.

No. People have advanced the same argument for HIPAA confidentiality, and it doesn't work any better there. There are state laws on what the state may release. If an individual chooses to release information on his own, it has no effect on the state law. The state remains bound by its own laws.
