A better wording would be to replace the words “privacy of some people” to “privacy of their client”.
This is really a pathetic attempt to make Palin the bad guy when documents they insisted on the state releasing do finally come out and show info damaging her political enemies.

If you send an email to the governor of Alaska with your phone number in the email, do you really expect that information to remain private? And if so, to who? The citizenry of Alaska?
Different governors have different styles. As all states require the governor’s assent to put a measure passed by the legislature into law (unless the legislature overrides), the governor can involve himself or herself, and can pull and lobby for certain measures. Maybe this isn’t seen in Palin’s email because she preferred to do it in person.
