I've been looking at three higher res images, the AP high res (link in 685 above), the WH PDF, and the Guthrie snap. The registrar rubber stamp is what is different since Hawaii claims they sent 2 certified copies of the long form. Unfortunately that creates an unknown in my progression that I was thinking about last thursday or so. These are the three:

The left is the WH PDF, middle is the AP high res, right is Guthrie's snap (very low res). The stamp is clearly different which led me to believe in photoshop cleanup of the stamp in the WH PDF. But it could also be that the AP high res came from a different certified long form (meaning the second copy). Each long form would have been certified by rubber stamp, and the stamp could easily have different amounts of ink on it. But that theory requires that Hawaii released the two copies on different paper, one printed onto green hash paper and the other onto plain paper.
As evidence in the other direction, the rubber stamp would also have to have the "smiley face" distortion in the rubber itself since that shows up on all images:
