It does seem to be fairly universal on the document, which is exactly what I frequently see happen when I shrink a file.

In this case, I suspect that they first expanded it, to make it easier to edit, then shrunk it back after they were done.

I could understand some white around the letters, a true halo affect. But notice how the white is straight, defined lines around the print?

I'd have to see the same thing on something I scanned my self to believe it...it just doesn't make sense to me.
