But notice that when they produced (diddled) the WHPDF, they flat-topped the APR. The reason is fairly simple, the date stamp looked like it wasn’t applied to the green hash paper (the only legimate application) since it was created in the white background version (not as flat topped). So they fixed it in the WH PDF by cutting and pasting a bit of green/white hash background just above APR. Both the registrar rubber stamp and date stamp were repaired to make them look like they were stamped on the green hash paper instead of photocopied onto the green hash paper like the rest of the form.
