There really is a simple explanation for CT social security number. The explanation is that someone in CT handled the application for him.

Do you have evidence of that?

He may have needed a SS number for any number of reasons and a bank trust department, a law firm, an accounting firm, a school, a relative etc could have handled the paper work for him. They could have prepared the application, got his signature or his mothers if a minor, submitted it and used their address. Any of these reasons would be perfectly legit.

You sure are digging deep to find a possibility. You forgot to explain why he would need the second number. Keep on drinking his kool-aid.
