I really think it's an aspect of his malignant narcissism. The man is certifiably insane. He really enjoys telling open lies, and then thumbing his nose at those who question it.

Since he believes that he is all-powerful, he figures that there's nothing those red-neck peons can do about it. So why bother to take the time to have a really skillful forgery done by experts, when you can just order up a poor one and get a good laugh out of it?

That was an excellent analysis. There is also the part of a Malignant Narcissist that simply cannot be told what to do. If they yield to your request or demand it is yielding power to you, and they can't do that; it's too threatening. So he would find a way to 'do it' and 'not do it' at the same time, which feeds his 'laughing behind their backs' smugness/practice of always considering himself about a 100x more intelligent than the dumb bunnies (in his eyes) he's constantly 'tricking'.

I have seen the look on an MN's face when he thinks he's uber-intelligently fooling them yet again. It is, as you suggested, a look of thinly disguised insanity. Only after decades of deliberate dumbing down would Americans fall for this sick fraud.
