The U.S. Department of Health published a report as requested by Congress during the Clinton Administration in 2000 titled as
Birth Certificate Fraud. This report describes birth certificate fraud as a widespread and common problem. It goes into the ways in which state and local governments issue fraudulent birth certificates with false identity and birth information. The report says birth certificate fraud is very rarely prosecuted or punished, because prosecutors and courts are almost never willing to prosecute the crime except when other major felonies such as serial murder are associated with the charges.
In the event that the birth of Barack Hussein Obama were ultimately proven to have occurred in a foreign state, this event would be the most flagrant case of un-prosecuted birth certificate fraud by an illegal alien in U.S. history.
In the event that the birth of Barack Hussein Obama were ultimately proven to have occurred in Hawaii, this event would be the second case of the natural born citizen clause of the Constitution being arguably violated by an occupant of the Office of the President.
