He has 4 stars. There is only one 4-star Admiral in the Navy currently, the head of Special Forces:

William H. McRaven, USN is the commander of Joint Special Operations Command (JSOC).

Admiral Mullen is the CJCS, I can assure you, he is both in the Navy and a 4 star flag officer.
