For all that flak Mitch Daniels took for calling a truce on social issues, the Indiana Governor is about to own one of the strongest pro-life records in the country. Daniels will become the first governor in the nation to sign a bill stripping Planned Parenthood of government funding The lefties in Indiana are going apoplectic, naturally. Daniels response to them is simple: Stop doing abortions, youll get state funding again.
The Indiana bill also bans abortions after 20 weeks, like Iowa is trying to do. Our bill is still being held up by a few state senators. If they dont act very quickly, Iowa will become the late-term abortion capital of the United States. Who will we blame? I think there will be plenty to go around...

The Hyde Amendment prohibits Federal Funds from funding abortions. PP gets away with receiving Federal Funding because they claim they use the Federal money they receive for contraceptive services and STD screening, and is not used for abortions. The abortions they provide, they claim, are paid for with other money.
Of course, whoever came up with that argument doesn't understand the concept of fungibility. If you give PP money for the purposes of funding contracpetion & STD screening, then they can spend on abortion money they otherwise would have spent on non-abortion services. For this reason, any money you give to an organization in one way or another helps fund everything they do.
So here's my thinking of where this is going.
1) Daniels strips PP of any Medicade dollars.
2) The Obama administration will cut Indiana off from Medicade funds, as the Medicade rules prohibit states from discriminating against mediacal providers eligible to receive Medicade funds.
3) Indiana sues the Obama administration in Federal court, arguing that by forcing Indiana to give money to PP, the Obama administration is in violation of the Hyde Amendment. They should use the fungibility argument.
