Exactly, I'm not sure why people are analyzing the image.

It's really simple. Instead of Obama forging his own COLBS, The pot smoking hippy Gov and the HDOH entered the picture and forged one on his behalf. They simply made it up. Since there is no press or any controlling legal authority, I'm sure they're having a good laugh over it in between tokes
