The historical meaning of “natural born citizen” (the meaning understood by the writers of the Constitution) is a child born to parents both of whom are citizens. BO, with a Kenyan father, does not meet that requirement.

Yes, if "historical" means since Obama became President: before that, it was understood to mean somebody born in the US, regardless of the parents' nationality, or born anywhere with at least one US citizen parent.
