PDF Version: 1.3 (Acrobat 4.x)

Question: Do they use Macs in the Hawaii state offices?

This could explain why they did not catch the layers feature and correct it before posting.

The Mac version of Adobe is different than the PC version and these issues become highlighted when you open the document on a PC.

No way does Hawaii use Macs
