All that I've read indicates that he changed his name to Barack Hussein Obama sometime between 1979 and 1981 (perhaps in college) and he did not go through any legal process to change it.

That is only true IF the adoption by Lolo Soetoro WAS a legal adoption. I haven't seen any documentation relative to that alleged adoption.
It was not uncommon in years past here in the US and probably is still very common in foreign countries for an "adopted" child to simply take on the stepfather's last name without actually doing anything legal in the way of adoption.
