I don't know about all that's in the article, but my foreign born daughter adopted in 2002 has a certificate of birth from NY that does not mention her former Chinese name or who her birth parents are. We have been able to get her a passport and sign her up for things, including a SS#, with this document. One reason the state of NY gave us this document is because the original birth certificate, which we turned over to the state, is written in Chinese and would be of little use to her here. We also turned over adoption documents to proved she was our daughter. Could Obama’s Grandparents have adopted him and so through the adoption and surrender of a foreign birth certificate have been given this type of document? I am sure in 1961 rules were even less strict, we adopted right after 9/11 and obtained this document easily. If she ever needs a copy of a birth certificate for something, this is what document the state of NY will send her. Hers does say born in China, but I don't know what year they started doing this or if Hawaii ever did.
