that BOTTOM stamp appears to have been applied upside down.

It appears to read as follows:

Voluntary departure authorized

PORT: BOSTON (on an unreadble date 1964.)

TO: PARIS.

Does that suggest it was BOSTON TO/VIA PARIS ON July 14, 1964?

I would not be asking for closer inspection and comment - if PARIS was the destination from NEW YORK...wasn’t significant, if that is what it appears to indicate.
