I've posted this before but here goes again. I have an original copy of my birth certificate (1956,Wisconsin). It is on plain white paper and was typed...my copy is clearly a carbon copy. It has no raised seal on it. I have always used this copy for legal purposes and it has always been accepted without question.

However, when I went to get my marriage license in 1990 I forgot to bring my original copy of my birth certificate and had to purchase a Certified Copy at the court house. This Certified Copy is on Blue Safety Paper which was not used in 1956 when I was born and likely was not even available in 1956. The Certified Copy has the Raised Seal on it and the Registrar notation and his signature (stamped).

So the Green Safety Paper used here is just what is always used to print Certified Copies of birth certificates in Hawaii HOWEVER, since there is NO Raised Seal on Barry's new document it is NOT a Certified Copy of anything. They likely thought the Green Safety Paper necessary to fool us little folks into thinking it was genuine.
