Births in the United States in 1961 are classified for vital statistics into white, Negro, American Indian, Chinese, Japanese, Aleut, Eskimo, Hawaiian and Part-Hawaiian (combined), and other nonwhite.
There was NO classification for African (or African-American)

Parents were to self-identify from the approved codes. Still are. Prior to HI becoming a state it was a little different. Once it became a state they had to go by the US Gov. regs for vital stats. They had to use the established codes.
I read very recently that a couple in HI was suing so that they didn’t have to have any race for parents or child listed anywhere in the birth records. They got in quite a snit about it. I forget how it played out.
