I read earlier today that there was a set of twins born a day after the Kenyan but they had lower S/N’s and the middle set of numbers on their long form BC was “61” (indicating year of birth) but the Kenyan’s Photoshopped COLB is “1961”.

I read earlier today that there was a set of twins born a day after the Kenyan but they had lower S/N’s and the middle set of numbers on their long form BC was “61” (indicating year of birth) but the Kenyan’s Photoshopped COLB is “1961”.

That is correct. Hawaii COLB’s use 1961 long forms then used just the two last digits of the year. As time went on they added the 4 digit year and an extra 0.
