Because of the typo, the system had him as living in CT, so it assigned him a SSN that starts with 042. Once the number is assigned, it can't be changed, even after the zip code error was corrected, so that's his number to this day. This would not be the first or last time some government bureaucrat mistyped a number.
As to the timing, 1977 makes perfect sense. He stated publicly that he got his first job at age 16, which means that's probably when he applied for his first social security card. And how old was he in 1977? You guessed it, 16.

I believe my SS# was issued in 1974 and I was eleven at the time. In fact, all my brothers and sisters received their SS# with cards at the same time.
I don’t know why but my Mom was surprised at the whole thing.
Barry would have received his around the same time as well and there would be no reason for him to apply for a SS# in Connecticut as would presumably have one already.
Besides, is there any documented evidence he visited Connecticut and visited his father’s presumed alma mater?

Investigators might be approaching this from the wrong direction.
Just suppose, for example, that Obama’s history wasn’t created by a bunch of pathetic, 1960s-era radicals. What if his history was created by a competent organization, with intent to fabricate his background from the ground up?
But there’s an obvious twist to this theory. This “competent organization” seems to be limited, in some way, by *not* seriously breaking the law, beyond perhaps a “legal” fabrication of an identity.
That is, a “competent organization” would likely have no difficulty forging a certificate of live birth, or whatever document was needed to establish his birth. Likewise, they would have no problem at all inserting it into the State of Hawaii’s birth records. Except for the fact that this would be a serious violation of Hawaii’s laws.
The federal government of the United States operates under some odd rules. For example, while its security and police agencies can be given a waiver of *federal* laws for many purposes, they *cannot* waive State laws, without the express permission of that State.
For example, a fake identity can be generated at the federal level for the Witness Protection Program, but even that can’t go into State records, without State permission. For let’s say a fake high school transcript, college transcript, State driver’s license, etc.
I got my SS card in 1970 when I got a part time summer job. I lived in Massachusetts as a kid and had to go to the town hall. I forgot what office it was, but the lady ripped a card off of a roll of them, typed my name on it, took my application, and that was all there was to it. My brother got his after me and his SSN is one (1) higher than mine. At that time, SS cards from Mass. started with “034”. I don’t know if you could apply by mail back then.
When I went to get SS# for my children, I went to the local office and they issued them a number immediately. Both of my kids are in their 30’s now, they received their SS# shortly after the birth of the younger one, so they are sequential.
I worked for some years as a programmer for an insurance company. They not only collected SS# from their customers, they used those SS# as the primary key for their database. On one occasion, I found a duplicate SS#. Both ladies had valid SS cards issued to them in two different states (this was before illegal immigration was such an issue).
Since we needed to resolve the issue, we corresponded and talked with the SSA extensively. Before SSA had centralized computers, they sent batches of available SS# to the local offices for immediate use. On one or two occasions, they duplicated a batch - sent the same batch to two different offices. There are some “legitimate” duplicate numbers out there. The SSA is aware of the duplicated numbers can exist and they will issue you a new SS# and “credit” all of your employment to the new number. Once they sort out what is yours and what belongs to the duplicate. It is a real pain to get done, but better sooner than later.
We had several other interesting experiences with SS#, including an adult male that was using a SS# issued to a young deceased female (and it wasn’t a duplicate).
Before 1973 they were issue by State and after by zip code on the application, so basically it is still by state, although the SSA has done some adding here and subtracting there - moving numbers to larger areas and filling in odd blocks for smaller areas.
While this is interesting - the CT SS# - I certainly don’t see it as definitive. What is more interesting is the many SS#s associated with his residences over the years. This man hides too much.

That is, between now and election Nov. 2012, why don't people simply ask Obama at every campaign stop and on every tv appearance why his Social Security number seems to have been issued in Connecticut, when there is no record of Obama ever living in Connecticut?
Yes, I believe that we should make it a top campaign issue until Obama finally explains his side of the story as to why he seems to have a Social Security number that was issued in Connecticut and not in Hawaii.
