What I see is a Budget Increase. From Page 95, the State of NJ expended $28.9 Billion. The 2012 budget is projected at $29.4 Billion, and increase of $500 Million. I use the expended figure because Governor Christie tells us to, because he is using zero-based budgeting for the first time.
Secondly, last year Governor Christie announced he performed the miraculous task of balancing the budget he was given by the math-poor Corzine which hid a $10Billion Corzine gap. He balanced this, not with spending cuts, but by failing to pay the state pension debt. The debt didnt go away, we now own roughly $100 Billion in pension liability, except we have less and less in the cookie jar to pay future expenses.
