Not really.
Palin is not known for "surveying". She is known for Alaska hunting. Everybody "gets it" and everybody "gets" what the cross-hairs were.
"I'm 'targetting' these political incumbents with my hunting scope as if they were caribou. Ha, ha."
I do not do any Alaska hunting, but I do engage in Alaska sport fishing. You do have to club large halibut senseless with a club when you get them on the boat and you do "bleed" a tired out king salmon by slitting it's gill artery while it is still in the water.
What Palin did would be analogous to my putting a knife symbol or an image of a bloody club on the district of a political opponent if I were "targeting" him or her politically.
It was not the brightest political move since getting assassinated is a well known political hazard for politicians.
