The sheriff is a Washington Democrat favorite down on the border ~ so what he's trying to do is DIVERT ATTENTION FROM the groups he suspects being involved in this.
I'd recommend a couple of hours of intense interrogation of the sheriff and a couple of his closest associates IMMEDIATELY.
