One tenet of the Bush Doctrine is that nations that fund terror should be held as accountable as the actual terrorists.

This tenant is right. Too bad the government can't seem to carry it out. Tough when you have a POTUS who seems sympathetic or at least ambivalent towards the Islamic terrorists.

Seemed that even Bush himself may have deviated from actually getting Osama when he may have had the chance.
