Well since the DHS and INS just blocked over 70 websites, then clearly they had the power to do the same thing to Wikileaks.
So who exactly leaked this information?

Not really, no.
ICE seized over 70 domain names, but didn't necessarily block any websites for any significant amount of time. They'll be back online with Chinese or other foreign registrars.
