If this story is true then she gave him the child assuming the TSA agent would do a quick check right there in her presence.
She was surprised when he took her child away, as would anyone else be.
So I don't fault her in any way. Who would have thought to ask the TSA agent:
Before I hand my child over to you can you assure me that you will inspect my child here in front of me and not take my child to some other area?
Of course children this young should not be frisked in any case, but the woman (if this story is true) did nothing to be faulted for.

In any normal times, no.
But we are clearly no longer in normal times. We cannot trust what we used to trust.
