Bush started it, bought it and sold it. Rumsfeld is responsible for a lot of it, as was Ridge, and dah-ding Chertoff.
They just didn't think that when their little plan to rip off the taxpayers selling useless shit to the government came together, we would be grapping our guns and shielding our 4 year old girls from a bunch of K-street lobbyists gone freakin' insane, selling automatic gear and training to strip search little boys for suicide bombs.
