From discussions I’ve seen on the subject, the word ‘commercial’ would also apply to roadside veggie stands, and, in the hands of overzealous regulators (is there any other kind??), the wording can also be construed such that sharing your harvest with neighbors - without money changing hands - could also fall under this, and bring your home-use garden under regulatory scrutiny...
The phrase ‘can-of-worms’ comes to mind.....
The post to which I replied said home gardening would be outlawed in January 2011. I disagree with that post. No doubt the legislation is trying to capture and register all food producers in commerce. That is a different issue.
