The ban is on taking your weapons off your property. I disagree with the ban, but it doesn’t stop you from defending your own property from looters.

Theoretically, it is to make it easier to stop looters, since again theoretically nobody off their own property should be armed.

But this means that if you evacuate, you can’t bring protection, which means robbers know that evacuees in hotels are easy pickings.
