Not unless ammo is sold in supermarkets. My guess is you could probably get a good deal on ammo at gun shows. I bought my $100 Oceanic Caribe-X swim fins for just 10 bucks at a nautical flea market. Remember, a lot of retail outlets will sell their inventory super cheap at special shows. They don't want to let their customers to know they will sell so cheap so they sell it at the shows.

Wal-Marts in AZ have some pretty good deals on ammo. Some of them sell groceries and quite a few sell long guns too.
