I would have to disagree. It has the trappings of legality, but it is completely a political process. It is prompted by the House, whose political makeup will tell the tale. It is tried by the Senate, and again, politics will play a role. It never gets out of the political process.

WE THE PEOPLE made the decision our country was to be a nation governed by the rule of law not political winds. Either we are or we are not.
If the current fashion is to not obey our laws, but to follow the "politics of the day" then we need to get back on course or. . . can you spell "Banana Republic"
