That's probably what it is, but it wouldn't be an "out," instead, it would be an opening for far more trouble..
To get there you need to start with the Hawaiian law at the time. It provided that an individual could either get a "Certificate of Live Birth" (the formal term the State of Hawaii actually applies, and applied, to the long form original birth certificate issued for each birth and which I hereafter refer to as the "Certificate") either by having the hospital prepare it or by having one of the child's parents prepare it and send it in, if the child was not born in a hospital. If a single parent prepared and sent in a Certificate, that parent would not have to obtain any certification or other corroborating evidence that the child actually was born in Hawaii; the State would just take the parent's word. Naturally a grandparent, like Madelyn Dunham, could easily forge a single parent Certificate, send it in, and have it duly filed as her grand son's "Certificate of Live Birth.".
A single parent Certificate having been forged and duly filed, everything else would fall into place without need for any additional frauds. Obama's single parent Certificate would be his real Certificate and the original, primary record of his birth. Thus, by the computer geek's GEIGO principle, all of the secondary records, such as the newspaper birth announcements and Obama's "Certification of Live Birth" would flow automatically and, apparently, accurately, being based on the fraudulent Certificate.
The original Certificate, however, would open a huge can of worms for Obama, since he, his shills, accomplices, and enablers have always claimed he was born either at Queens Hospital or Kapiolani Hospital, never that he was born outside of a hospital. His single parent Certificate being revealed, the questions would be why it wasn't revealed in the first place, whether Stanley Ann Dunham or Madelyn Dunham actually signed it, and where he was actually born.
My hypothesis is he was born in Kenya, Madelyn Dunham forged a single parent Certificate for him, and that fraudulent Certificate has ever since been used to generate accurate, but fake, secondary documents to "prove" he's a natural born American. So far nobody, not even a FR Troll, has persuasively refuted this hypothesis. I invite any FR Troll, and Obama shill, who reads this post, to try.

The constant left wing harping about "birther kooks" wanting a real birth certificate is a deliberate ploy to dumb down the meaning of NBC to birth place only.
Actually the COLB proves the Resident is NOT a Natural Born Citizen.
The newspaper birth announcements, and his own book, are secondary verification of Non-NBC status.
