I am also down on folks who want to blame 'Bammy for problems of the oil spill containment efforts.
Like it or not, 'Bammy "has people" who get paid a lot to deal with this stuff - some are even considered experts.
National Spill Response Center - 16 different FedGov agencies under an umbrella "organization" (call it what you will - I say disfunctional, at best)
Minus the Coasties, who were busting butt from day one, they seem to be a large waste of taxpayer dough.
FWIW, the Production Super would have called his boss, who would have called his boss who would have called Alaska Clean Seas, the local spill response vendor.
He then would have executed his "Emergency Action Plan" and unassed the AO - leaving the containment and cleanup to the experts.

Land based spills are a tad easier to control and to clean up.
The equipment for a ocean spill response is expensive and must be on hand to deal with this sort of stuff - it was not, a failure pointed right at the NSPC staff and thier lack of action - since 1994.
