If they were killing people at the scene, this videographer would have been one of them.....he is totally in the open and moving around freely, not using cover. Aye. The old soviet military had a policy of shooting every reporter they saw near a battlefield.
OTOH, they aren't known for their initiative, if the orders were to make sure there were no survivors of the crash they probably wouldn't make the leap to eliminating witnesses and videos.
